Unheralded sporting event

Dar es Salaam. While other sports struggle for places in the regional or continental level competitions, elite sports have done well internationally, only to find their sky-high leaps to success largely unnoticed.

The majority of Tanzanian sports fans know very little about the impressive shows, motor rallies and other elite sports such as;golf, cricket and rugby, have contributed to shape the country’s image on the global sports arena.
But, The Citizen, despite its tender age, unveils some of the unheralded achievements, elite sports recorded since the country gained its independence 50 years ago.

It starts with a little known Tanzanian flag bearer, Lucille Cardwell, who was one of the members of the famous ‘Unsinkable Seven’, a nickname given to seven drivers and co-drivers who fought gallantly to finish the notoriously difficult East African Safari Rally.

The iron lady remains in the world record after conquering the unusually difficult rallies of 1963 and 1968.

About 50 years now, she remains unnoticied and so are other famed drivers like Bert Shankland and Zully Rehemtullah, only Nizar Jivani and Satinder Birdi, who are still active todate as figureheads of Tanzania motor sports success, get notable attention.

Still praised today as notable figures in the Safari Rally powerhouse, the “Unsinkable Seven” nickname was awarded on two occasions, in 1963 and 1968, when a number of mishaps were caused by heavy rainfall, both before and during the rally.

Cardwell, who finished seventh overall, was the first woman to have finished the grueling rally in the top ten and first Tanzanian woman to finish the tough rally.The second woman was Kenya-based Ann Taith and Sylvia King who finished 18th overall two years later.

Forty years later, only four women; Meenaz Ahmed, Prisca Taylor and Zainab Mnjeja joined the sport to become notable women in the sport.

“Women need support and motivation to make them join the sport like the way Sunvic did to me. Without them I couldn’t join the sport,” says Zainab Mjeja, one of the active women in the sport today.

According to Yusuf Ghor, the Automobile Association of Tanzania’s chief executive officer, The East African Safari Rally is considered one of the most grueling auto races in the world.

“It was, and still is to some extent, the testing ground for reliability in production cars. Up to 90 per cent of the cars entered in the race never finished. Tanzanians participated well, but very little was said about them,” he said.

The course itself has varied from year to year, averaging from 3,100 to or 4,000 miles in length, originally travelling though Kenya, Tanzania, and Uganda.

Arguably, 1966 was the banner year for Tanzania rallying scene when Tanganyika Motor Sports club driver Bert Shankland and Chris Rothwell became the first non-Kenyans to win the Rally.
88 cars entered the race and only 9 finished.

Shankland and Rothwell won again in their Peugeot in 1967 Safari Rally, their double victory, according to motorsports pundits cannot be achieved by the drivers of the present generation due to the fact that the event is almost defunct.

The 1970 East African Safari Rally covered 3,300 miles and crossed Kenya and Uganda, running at elevations from sea level to 10,000 feet. To demonstrate just how tough this course was, of the 91 cars entered in 1970 - only 19 finished. Of that number 4 of the top 7 cars were 510’s, with 6 Bluebirds finishing in total.

1973 was a return to victory for the 240Z, But not for Herrmann. Shekhar Mehta and his teammate “Lofty” Drews took first place overall.

The 1974 rally started as a very difficult race up a slippery slope.

Kallstrom and Billstam finished 4th overall in their 260z, with Tanzanian duo, Zully Rehmtullah and Jivani finishing 5th overall.

In 1975, Rehmtullah and Nizar Jivani were Nissan’s best drivers after staying at the 6th position in a Datsun 710 Violet.

Though 1976 was not good for Nissan, Harry Kallstrom finishing in 7th and Remtullah and Jivan at 8th position gave the car-maker the much needed consolation.

Rehemtullah-Jivani team was again on the limelight in 1977 when they again finished 8th overall.

Rehmtullah and Jivani, who is now the President of AAT, are the only Tanzanian drivers to have finished the rally in top eight for five consecutive years, a record that is also unlikely to be shattered in the near future.

It is almost 50 years now since Cardwell showed the world Tanzanian lady’s driving supremacy; however, Bert Shankland who won the event twice, remains an undisputable hero of Tanzania’s motor rally.

Unfortunately, motor rally, being the only international event Tanzania hosts annually, it has not been accorded respect in the country’s gallery of popular sports.

“I think we do better than soccer at both national and international levels, however, soccer gets all the attention because of its countrywide popularity,” notes Ghor.

Tanzania is one of seven African countries that host the rounds of FIA African Rally Championship, the biggest motoring event that attracts a number of famed international drivers.

Since getting the membership of the world’s motorsports governing body (FIA) in 2004, Tanzania has managed to produce a number of notable drivers who excelled in the spectacular events.

Arusha’s Navraj Hans and Randeep Birdi who have been the best-placed Tanzanian in the continental class events, Amarjit Dhillon Sunvic, who competed and sponsored a number of big events, have played vital roles in making the sport advance to the higher levels.

Hans who began to excel in the continental class rallies aged just 21, has been the top placed Tanzanian driver in the continental class events since 2005 when he clinched third position behind Africa’s top speed merchants, Riyaz Kurji (RIP) from Uganda and Zambian Muna Singh.

The same year he went on to finish fourth overall in Kenya’s KCB Safari Rally, one of the world’s toughest racing events.

Birdi and Randeep Birdi were the only Tanzanians who qualified to race in World Pirelli Finals held in Rwanda. Hans fought gallantly but slightly missed the ticket on a controversial decision, while Birdi withdrew.

After Hans, Randeep Birdi, who follows his father’s steps, took over. Birdi was the top placed Tanzanian in the continental events.

Also having notable achievements at the continental level were Tanga diehards, Issa Mohamed and Awadh Bafadhil. In 2006 and 2007, the duo fought hard to finish the grueling KCB Kenya Safari Rally after a superb performance in Dar es Salaam.

Bafadhil, who has clinched the navigator of the year award for the second time in a row is the best Tanga has ever produced. Bafadhil and Dar es Salaam’s are the Uhuru 50 champions.

Likewise, Dar es Salaam’s Omar Bakhressa and Maisam Fazal, holders of records that are not likely to broken in recent years, also contributed immensely to the sport’s achievements, which, unfortunately failed to get its deserved attention.

AAT records show that Dar es Salaam-based Maisam Fazal owns ten records are also unlikely to be shattered in the recent years.

Maisam and Omar Bakhresa ar the only Tanzanians who have competed in the five rounds of the Africa Rally Championship.

It was in 2006 when the duo took part in the ARC rounds held in Tanzania, Kenya, Uganda, Rwanda and South Africa.

They are followed by Ahmed Huwel, Navraj Hans and Pano Calavrias who took part in three rounds of the continental events. Fazal and Bakhresa were also the best-placed Tanzanians to excel in the Pearl of Africa Rally held in Uganda and finished fourth overall.

“Economic crisis that hit the world in 2008 did a big blow to the sport, we couldn’t travel outside Tanzania anymore after that,” said Fazal.

Iringa’s Ahmed Huwel has one brilliant record. He is the only Tanzanian to record the fastest time in the Super Special Stage (SSS) of KCB Safari Rally held in Nairobi in 2005. Also unheralded are golfers. Tanzania women golf team won the regional trophy twice before claiming the overall runner up title in the All Africa Golf Challenge in Abuja.

“We are only second to South Africa at the continental level at present,” says Mbonile Burton, Tanzania Ladies Golf Union (TLGU) president.

Tanzania women cricket is also unfortunate to get little attention. The team won the African title in 2006 and finished overall runner uptwo years ago.

But the most wonderful moment came in 2007 when Tanzania’s national rugby team won Africa Castle Cup in the finals held at Freidkin Grounds in Arusha. People hardly believed Tanzania could have won it as the sport is rarely played in schools.

Swiss firm wins USD500m bulk oil procurement deal BY PATRICK KISEMBO

Swiss oil marketing company Augusta Energy of Geneva, has won the lucrative USD500m (about 850bn/-) deal to import 540,000 tons of oil through bulk procurement in two months beginning January next year.

Before announcing winner who was the lowest bidder, Petroleum Importation Coordinator (PIC) Limited board chairman Mansoor Shanif Hiran said:

“We have reached a milestone as a country and this project is bound to be successful.”

Under the project, the biggest in Africa, according to oil marketing stakeholders, the winning dealer will spend USD500m (equivalent to 850bn/-) to procure over 500,000 tons of petroleum in a period of two months.

During the bidding, conducted under procedures specified in the Petroleum Act Cap 392, the Petroleum (Bulk Procurement Regulation, 2011), aided by International Competitive Bidding (ICB) principles, two out of the five companies which applied were disqualified after failing to meet the set criteria.

Highlighting on the criteria used to pick the winner, the chairman said they included the average pricing of gasoil (diesel) at USD59.88/mt, motor spirit (petrol) at USD65.88/mt and jet oil A1/1K at USD 58.88.

Vitol SA, Geneva was the first to be dropped from the list, according to the PIC chairman, who said the company did not meet the basic criteria. The firm did not tender the information and security forms and purchase receipt, he added.

Hiran, who is also the Member of Parliament for Kwimba (CCM), named the other disqualified bidder as Totsa, which he said its bidding form went missing.

In the circumstances, the three bidders who remained in the list are Trafigura PTE Limited of Singapore, Augusta Energy SA (Geneva) and Addax Energy SA of Geneva.

It was then that Augusta Energy SA emerged a winning bidder weighing an average premium of 59.57 on account of being the lowest.

Augusta Energy SA was seconded by Addax Energy SA also of Geneva, Switzerland with weighed average premium of 63.60 and Trafigura PTE Limited with the weighed average premium of 83.80 came third, he said.

Hiran told reporters after the bidding session: “We are communicating with the winner to know when he will start to import the consignment because he has only one month remaining to prepare himself,” he said.

The PIC boss said seven ships are expected to dock at Dar es Salaam Port with the first oil consignment in a month-time and each will be carrying at least 37,000 tons of petroleum.

He clarified that the deal is only for a period of two months after which PIC will announce float another tender and pick new bidders.

Clarifying on the process of tendering Tanzania Association of Oil Marketing Companies (TAOMAC) chairman Salum Bisalala, who was the meeting coordinator said the prequalification started with 25 oil companies and two of them were disqualified leaving 23.

“We then floated the tender and 13 firms took part eight of which failed to bid. We therefore had five firms remaining on the list,” he said.

Bisalala said the five are those that entered the last part of the process yesterday, two of which were disqualified. Of the remaining three Augusta Energy Geneva emerged the winner, he said.

Initially, 35 firms entered the bidding process but ten of them opted out, leaving 25 companies to compete for the preliminary stage of the tender.

Information available shows that the winning company trades in crude oil and petroleum products.

Augusta buys petroleum products from refiners in Asia, Middle East, the Mediterranean basin and the Americas, before distributing it to its customers in Africa, Asia or the Middle East.

The company’s country representative, Orlando d’Costa expressing thanks after his firms was announced the winner said:

“I have mixed feelings-happiness and nervousness because the duty ahead of us is a bit tough. We are supposed to have tem ships of oil consignment docking at Dar es Salaam port a month, pay people at the port and meet many other commitments. But the problem would probably be chasing up payments from local oil companies as they often delay paying the money,” he said.

He assured the nation that the company is capable of carrying out the work as it is sure of raising funds for the operations.

“We are working with three first class European banks and we are supplying petroleum in other countries successful. I don’t think we shall fail on this,” d’Costa said.

Commenting on whether the new procurement system would reduce the prices of petroleum products, d’Costa said “it is not likely.”

He also criticised the system of a single company procuring petroleum in two months, saying they would have done like Kenya where the dealer is only allowed to imports fuel for one month.

“There should be at least two operators - and the period of fuel importation should be reduced to one month. At least this would help,” he said without giving reasons.

Commenting on the process, Julius Gashaza, Energy and Water Utility Regulatory Authority chief petroleum inspector applauded the team for the good work saying the process of picking the winner over the past two months was not an easy one.

“But with this, Bulk Procurement will now be realised,” said Gashaza at the event which was also attended by Assistant Commissioner for Energy Ministry of Energy and Minerals, Prosper Victus, as an observer.

Just a few months ago, Ewura Director General Haruna Masebu assured the public that bulk procurement would become operational before the year ends, stressing that all necessary regulations to support enforcement of laws on bulk oil importation were ready.

East Africa`s automotive industry now gets busier

East Africa's automotive industry is getting busier as new vehicle brands enter the regional market in anticipation for the economic boom resulting from economic integration.

Data by consulting company Pricewaterhouse Coopers (PwC) indicates that the automotive industry in Kenya and by extension the East Africa has for long been dominated by Toyota (East Africa) , Cooper Motors Corporation (CMC), General Motors (GM), Simba Colt and DT Dobie.

But other vehicle brands are digging in, either establishing assembly plants here or expanding their sales network across the economic community whose market is set to expand with the independence of South Sudan, East Africa Community's planned sixth member.

For example, South Korean auto maker Hyundai Motors on Wednesday announced an investment in East Africa of up to 22 million U.S. dollars in the next three years through its subsidiary Hyundai E.A. Holdings Ltd (HEA) to support Hyundai auto sales in the regions and make it easier to access genuine Hyundai spare parts in the region.

"Hyundai has been absent from East African roads for over a decade. But we consider the region as a significant market and will be making strategic investments to make Hyundai cars the leading models in the region," said Sam Lee, its regional Marketing Director.

The company opened its show room in Nairobi in January. Last week, the company partnered with a Kenyan leasing company known as Vehicle and Equipment Leasing Limited (Vaell) as part of its strategy to increase sales in East Africa.

"Our study of emerging trends in the East Africa auto market found that leasing is the fastest growing new industry. As an aggressive new-car seller, we see it as an enabler and are happy to announce partnership with local leasing company," said Lee.

China's vehicle manufacturer Foton Motor has also set eyes on the East Africa market and is now building an assembly plant in Nairobi that will supply at least 10,000 units to the region, company officials said.

The new plant, which will give the company competitiveness because it means it will avoid paying 25 per cent duty if it imported fully built units, will assemble prime movers, light commercial trucks, tippers, buses, and pick-ups.

The company is currently in the process of recruiting dealers across the East Africa. Availability of spare parts could be major win for the company because consumer trends here indicate that buyers go for vehicles that they know they can buy spare parts at the nearest town.

Earlier, India's Tata Motors said it will establish a USD 12.8 million bus assembly plant in the coastal city of Mombasa to serve the East Africa market.

The company had said it planned to assemble up to 60 buses a month although it was not clear if the assembly has started operations. Just like Foton, the intention is to avoid the 25 per cent duty for the buses to be competitively priced.

Toyota is also another global automaker that announced last year it plans to establish an assembly plant in Kenya to serve the East Africa market.

Martin Owour of the Advisory Center for Trade and Investment Policy said the race to set up assembly plants in the country will result in lower priced vehicles because of competition and avoidind the 25 per cent duty.

Price is a major issue in automotive industry in East Africa and is blamed for the consumer preference to second hand vehicles that command 70 per cent of the automotive market share in East Africa according to various studies. "The new assemblers are looking to use Kenya as the launching pad for entry into the regional common market.

The fragmented economies of the five East African countries had discouraged the auto dealers from setting up assembly plants, but the common market has made it possible for the dealers to capture a region of more than 130 million residents," said Owour in an industry analysis report.

Kenya currently has three motor assemblers, Kenya Vehicle Manufacturer, the Association of Vehicle Assemblers Limited of Mombasa and General Motors East Africa.

The new assemblies will complement efforts by the East African Community (EAC) to encourage setting up of automotive assembly plants.

EAC industrialization strategy for 2010-2030 has identified Numerical Machining Complex (NMC), Kenya's state-owned company that once manufactured two prototype vehicles known as Nyayo Pioneer, as a possible automotive assembly hub. The company currently manufactures some vehicle spare parts.
